COLEACP is looking for an EU Policy and Regulations Expert (Fish/Fisheries) (m/f/d)

Against this background of significant and ongoing EU policy and regulatory changes, COLEACP is expanding the team to further develop our activities. We are currently looking for an EU Policy and Regulations Expert, with experience in the fish and fisheries sector. S/he will focus on current and upcoming EU policy and regulatory changes, and their potential impact on fishing and export from low and middle-income countries. S/he will strengthen the association’s activities by contributing towards:

  • Developing an information system that collates and compiles details on EU policies, regulatory and non-regulatory measures relevant to agrifood exports from partner countries;
  • Identifying and monitoring anticipated regulatory changes of relevance to the COLEACP constituency;
  • Communicating in an effective way the strategic as well as practical implications of EU policy and regulatory changes for public and private sectors from an economic, social and environmental perspective;
  • Advising on the development and delivery of technical solutions (e.g. information, technical assistance, training) to mitigate the impacts of EU policy and regulatory changes and, where possible, to use them as an opportunity to strengthen the resilience, fairness, competitiveness and overall sustainability of agri-food operators in partner countries

The position will be based in Brussels, in COLEACP’s central Programme Management Unit.

Description of the position and main responsibilities:

COLEACP is looking for an EU Policy and Regulations Expert, with experience in the fish and fisheries sector, who will contribute to the successful implementation of COLEACP Programmes and the services offered to its constituency, in line with the vision, mission and core values of the organisation.

His/her duties will focus primarily (but not exclusively) on fish and fisheries linked to exports to the EU from partner countries. Responsibilities will be to:

  • Map relevant sources of publicly available information and participate in relevant national, regional and international meetings/events in the EU or partner countries
  • Identify and document current and upcoming EU policies and regulatory and non-regulatory measures that are relevant to market access from partner countries
  • Monitor the progress of new policies and legislation through the EU procedures (technical committees, inter-service consultations, the council and parliament)
  • Arrange information for uploading into the COLEACP database (an information system that collates and updates publicly available information on all EU policies, standards, and regulatory and non-regulatory measures that have a bearing on agricultural value chains in partner countries)
  • Identify and map key stakeholders, and the most critical value chains, in partner countries that are likely to be affected by EU policy and regulatory changes (from an economic, social and environmental perspective)
  • Identify and prioritise potential problems and opportunities for partner countries; contribute to impact assessments for critical cases
  • Maintain regular contact with COLEACP team members to keep them informed about new and upcoming initiatives and their potential implications
  • Provide advice to the COLEACP Team and key partners (as needed) to orientate the development and delivery of technical assistance and capacity building
  • Report to the team about the development, implementation and monitoring of activities;

This list of activities is not exhaustive. It may be adapted according to COLEACP’s overall programme implementation strategy, the workload of team members and annual planning.

The EU Policy and Regulations Expert will work under the direct supervision of the Head of Science and Policy. S/he will collaborate with the COLEACP team and with partners and partner-beneficiaries of the COLEACP network.

Requirements

  • An academic Masters’ degree in law, fisheries management/science, biology/biological sciences, marine science/oceanography, or related qualification.
  • A minimum of 5 years’ experience in industry, consultancy, or related EU institution in a an area of work relevant to the scope of this profile.
  • A very good understanding of EU institutions, and the EU regulatory and policy-setting process.
  • A network within EU institutions (incl. Directorates-General such as INTPA, HEALTH, AGRICULTURE, TRADE AND ENVIRONMENT).
  • In-depth knowledge and/or experience of the fishing industry is essential, and specific experience involving low and middle income countries would be an advantage.
  • A sound understanding of EU policy and regulations in the field of fish, fisheries management and the environment is essential.
  • Skills to engage with regulatory agencies, industry organizations and civil society on current and emerging trends.
  • Professional experience and/or personal interest in contributing to the Sustainable Development Goals is a must.
  • Excellent communication skills with people at all levels; high standard of written and oral communication; developed presentation skills. Experience in managing sensitive issues would be an advantage.
  • Fluent in English with at least one other EU language (French, German, Spanish, Italian (verbal & written).
  • High learning ability, eagerness to grow, long term vision and strategic thinking. Hands-on, with conceptual skills.
  • Comfortable working independently (and able to develop and maintain relationships while working remotely). You thrive in an environment with changing needs, complexity, uncertainty and variability across work and issues, week to week.

COLEACP offers competitive contractual conditions, in line with market practices. The position to be filled is ideally a full-time position, starting as soon as practicable.

Based in Brussels, Belgium, you will nevertheless be available for short-term assignments, outside and within the European Union.
