The role is positioned in an ICF team dedicated to provision of policy relevant research, analytical and evaluation services to the EU institutions.

The core responsibilities of the role will be to:

  • Contribute to developing, growing and strengthening ICF’s policy research and evaluation services on employment policy for the European Commission and its agencies;
  • Specific responsibilities will include project managing studies that ICF has with DG EMPL as well as contributing to assignments as a senior evaluator;
  • Manage the capture and business development of research, analytical and evaluation proposals and new framework contracts for DG EMPL as well as for EU decentralised agencies with a relevant employment policy interest;
  • Working with colleagues to ensure their effective management and achievement of agreed business goals; and provide line management support to team members and contribute to the efforts to enhance the capability of the team and ICF.

The successful candidate is likely to have:

  • A relevant university degree, ideally at MSc level, in social sciences, public policy, international relations or a related discipline;
  • At least eight years’ of demonstrated professional experience in employment policy within the European context; experience of working in a consultancy capacity would be an advantage;
  • Passion for business development and preparing winning proposals and ability to manage the delivery of assignments by managing a project team to timeline and budget;
  • Experience of conducting high quality EU level research and evaluation assignments, including the development and implementation of research within the employment policy area;
  • Experience and interest in developing a portfolio of projects in employment policy, creating lasting professional partnerships and exploring future business development opportunities in this area;
  • Strong analytical skills and the ability to develop sound conclusions and policy-relevant recommendations;
  • Knowledge of the education and employment research community, including networks of experts;
  • Experience in managing teams, coaching or mentoring colleagues and providing regular feedback to support their development;
  • Demonstrable experience in winning and successfully delivering research and evaluation projects and contracts for the European Commission;
  • Excellent communication skills, including experience with presenting key concepts to clients; both internal and external;
  • Excellent verbal, written, analytical and presentation skills in English, additional European languages an advantage.

  • Commercial acumen and an understanding of the policy consulting business model;
  • Ability to work with all levels of internal staff, as well as clients and sub-contractors;
  • Excellent communication skills, including experience with presenting key concepts to clients; both internal and external;
  • Excellent verbal, written, analytical and presentation skills in English, additional European languages an advantage;
  • Commitment to the employee progression and development.

The role could be based either in the UK, Belgium or Spain. ICF has UK offices in London, Leeds, Birmingham and Plymouth and an office in Brussels; as well as presence in Spain. ICF has a hybrid working model that provides flexibility in working arrangements. The role is expected to entail some travel within Europe.
