You will join the Socio-Economic Impacts division in Ramboll Management Consulting Belgium

As part of the Management Consulting arm of Ramboll, the Socio-Economic Impacts division has been conducting evaluations and impact assessments of policies and initiatives at local, regional, national and the EU level for over thirty years. Ramboll Management Consulting Belgium works primarily at EU level, and, in its twenty years of existence, has become a leading policy research consultancy for the European institutions. As part of a global firm of sustainability consultants, and owned by a foundation, our team conducts evaluations and impact assessments across a wide range of policy domains, including Migration and Integration, Employment, Education, Justice, Inclusion, Gender Equality, Human Rights, Transport and Taxation at EU level. We aim to bring stakeholders sound and sustainable policy advice based on robust evidence.

As our new colleague in Brussels, you will join a dynamic and growing department with professional drive and a strong team spirit. You will become part of a multidisciplinary team of consultants who provide policy consultancy, evaluations and impact assessments to the European institutions, multi-stakeholder platforms, industry associations, international institutions, and foundations.

You will work continuously with colleagues in our Socio-Economic Impacts and Strategic Sustainability Consulting divisions and have access to a global pool of technical expertise in Ramboll Group throughout Europe and worldwide.

Your key tasks and responsibilities will be:

  • Leading and contributing to proposal development, including drafting technical proposals, developing project budgets and coordinating with relevant expert.
  • Managing the evaluation and assessment of the impact of policies in the EU in line with the European Commission’s Better Regulation Guidelines and providing thought leadership and evidence-based advisory to our clients.
  • Managing projects and project teams; your responsibilities will cover the whole project cycle, from project initiation to completion, and involve keeping to deadlines and remaining within budget.
  • Designing and managing evaluation, impact, research and consultancy projects; to this end, you will plan and manage qualitative and quantitative data collection and evidence gathering activities, stakeholder consultations, strategy and planning processes, and analyses spanning multiple policy areas and countries.
  • Managing and building relationships with our clients and stakeholders, maintaining our network of partners and experts.

Your starting point for constant growth

From the moment you join Ramboll, we will support your personal and professional development so that you grow with the company. For this role, we believe your starting point is:

  • A Master’s degree in political science, economics, law, social science, social policy or a similar field.
  • A total of at least ten years’ work experience, of which at least eight years in evaluation and management consultancy, including proposal development, project management, research and analysis.
  • Proven experience managing complex evaluations and impact assessments, covering a variety of policy interventions, and knowledge of the EU Better Regulation guidelines.
  • Detailed knowledge of EU strategies, policies and funding instruments (directives, regulations, financial instruments, funds), notably in the employment and social affairs, migration and home affairs, justice, and/or education and culture policy areas. Willingness and enthusiasm to work across a variety of policy areas is required.
  • Strong analytical skills, including qualitative and quantitative analytical skills, and problem-solving capabilities.
  • Proven interpersonal and communication skills, including the ability to build and maintain relationships with clients and partners, and drive change by taking initiative and demonstrating high motivation.
  • Proven experience managing large framework contracts, commercial proposals, projects, and teams.
  • Excellent command of English, both written and oral, and fluency in at least one more EU language.

Personal qualities that will help you succeed in this role include: being comfortable taking on a lead role, including vis a vis clients: having an independent, pro-active personality; having strong management and coordination skills; being a confident communicator with strong stakeholder management skills; being able to communicate complex issues in a simple way both in writing and verbally; having an interdisciplinary mind-set; and being able to handle multiple priorities and a varied workload.
