International IDEA is looking for a Programme Manager – Summit for Democracy (m/f/d)

International IDEA’s Regional Europe Office (REO) fulfils a representation role to the European Union (EU) institutions, its Member States (MS) and partners in Brussels. In 2021, it established an EU-funded project, “Supporting Team Europe Democracy – Strengthening Democracy evidence and Communication around the Summit for Democracy”. The project focuses on building democracy data for Team Europe Democracy. It also aims at fostering civil society engagement in the Summit for Democracy hosted by the US Government and taking place in December 2021 and 2022 and throughout the Year of Action. It promotes a “Team Europe Democracy” approach in view of the Summit.

Through this project, activities will be implemented to facilitate dialogue, and mobilize civil society to engage and participate in the Summit. It will also contribute to the defining of inclusive commitments for the Summit for Democracy and to monitoring its outcomes and the implementation of commitments. Besides managing these activities, the Programme Manager will be responsible for the overall implementation of the Project, in coordination with International IDEA’s Regional Europe Programme, Democracy Assessment team and sub-granted partners to the project. S/he will coordinate the planning, implementation, quality assurance, monitoring and evaluation, and reporting of all related activities.

Duties and Responsibilities

  • Leads the Project’s implementation and delivery of activities and outputs applying high-quality comparative democracy expertise and strong networking skills to give strategic guidance and assume overall responsibility for the project;
  • Manages the assigned Project throughout the Project life cycle, supervising implementation of International IDEA project activities and delivery of Project outputs to the fullest extent, funding and budgeting to Project assessment and accountability; leads meetings and discussions, supervises publications and input from external providers; plans and designs a future project;
  • Manages and empowers a team of staff members and consultants, to ensure full delivery of agreed Project outputs, fostering a spirit of collaboration, support and team cohesion;
  • Requests and coordinates contributions to the outputs related to Summit for Democracy from International IDEA offices outside Brussels;
  • Coordinates communication between INTPA and project partners, and in collaboration with colleagues and project partners ensures timely narrative and financial reporting;
  • Manages the Monitoring and Evaluation (M&E) component of the Project, supporting their adherence with INTPA and International IDEA’s M&E results framework;
  • Is accountable for the Project’s finances and grant management in accordance with EU and International IDEA’s financial regulations, and ensures that financial planning supports the delivery of the Project’s results and demonstrates value for money;
  • Ensures strategic and timely communication and management of project-related progress, reporting to International IDEA’s Regional Europe Officer and DG INTPA. Coordinates closely with relevant EU services on project implementation and reporting;
  • Oversees the Project risk assessment and management, actively manages risks and regularly updates the risk management strategy in line with International IDEA’s policies and procedures;
  • Documents lessons learned, stories, case studies and evidence related to the delivery of the Project’s results, linking to broader policy engagement, communication, publicity, and visibility efforts both locally and internationally;
  • Maintains and develops relevant professional contacts and networks of cooperation, including with stakeholders to the Summit for Democracy, democracy practitioners, policy makers, academics and the international community, both in Brussels and other capitals;
  • Facilitates project related management and governance meetings; represents the Project as the main point of contact and provides presentations at relevant coordination and programmatic meetings;
  • Collaborates closely with relevant International IDEA colleagues in Stockholm, Washington and elsewhere, who are involved in other Summit for Democracy activities that International IDEA implements outside of this project.

General Profile

  • Combines in-depth knowledge in democracy support, acquired through academic achievements or field work, excellent skills,including managerial skills, communication skills and relevant experience in their field;
  • Deep understanding of EU democratic and policy frameworks, EU rules and guidelines on the implementation of projects and EU Member State democracy assistance policies;
  • Knowledge of key challenges in the area of democracy assistance; good understanding of various bilateral and multilateral donor policies and programming procedures;
  • Has in-depth knowledge and extensive work experience in project management in the areas of democracy and governance;
  • Directly manages a team of contributors to the project, including staff members and possibly consultants;
  • Fosters team-based activities in his/her unit; collaborates with other entities of the Institute;
  • Acts as a model and mentor for colleagues;
  • Is expected to travel globally to any geographical area involved in his/her projects;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
  • Acts in accordance with International IDEA’s core values; Respect, Integrity and Professionalism;
  • Integrates a rights-based approach, as well as a gender and diversity perspective, in all project activities.

  • Liaises regularly with internal and external stakeholders involved in the Project; acts and is perceived as an initiator of relevant communication to solve issues;
  • Drives projects and assignments through communicative personal energy and engagement;
  • Can explain sensitive information with diplomacy, and build consensus;
  • Is able to present his/her activities and represent International IDEA effectively in all professional circles;
  • Fluency in written and oral English is required; in-depth knowledge of French and any other widely spoken European language would be an asset.

Education and Experience

  • Advanced university degree in social science, political science, international law, international development or other relevant discipline;
  • Minimum of seven (7) years of relevant experience in the implementation of programmes in the field of democracy and governance support;
  • Knowledge in at least one of the following areas is desirable: democracy assistance, electoral processes, political participation, media development or democratic accountability;
  • Minimum three (3) years’ experience in the management of project teams;
  • Experience managing and implementing EU-funded projects and managing project consortia is desirable;
  • Experience in mainstreaming gender in project activities;
  • Experience with liaising with EU and Member States on the EU’s democracy agenda; and with convening policy discussions among MS and the EU;
  • Experience with EU Monitoring and Evaluation is desirable.

Terms of Contract

  • Start date – Immediate;
  • International post;
  • Fixed-term appointment until 31 March 2023;
  • Salary: EUR 5 830 per month plus benefits.
