This position is located within the Donor Relations Section (DRS), Partnerships and Resource Mobilization Branch (PRMB), Humanitarian Financing and Resource Mobilization Division, Office for the Coordination of Humanitarian Affairs in Geneva. The Office for the Coordination of Humanitarian Affairs (OCHA) is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies and natural disasters. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort. OCHA’s mission is to mobilize and coordinate effective and principles humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
The Humanitarian Affairs Officer reports directly to the P4 Humanitarian Affairs Officer (HAO).
Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:
Advanced university degree (Master’s degree or equivalent) in international relations, political science, social science, law or a related field, is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
A minimum of five (5) years of progressively responsible professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, or other related area is required.
At least two years of international field experience in humanitarian affairs in a complex emergency or natural disaster context in the last seven years is required.
Significant experience in drafting official correspondence, policy, or public documents is required.
Experience in negotiations and reporting to donors in the context of a multi-partner funding framework is desirable.
Experience working in support of fundraising for pooled funds is desirable.
Work experience in donor and/or external relations in UN common system organizations, and/or comparable international organizations including international NGOs is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Spanish is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
This post is funded for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
