Advisor (m/f/d) for the Global Compact on Refugees specialised in the water sector

Assignment period: 08/01/2022 – 12/31/2024

Field of activity

The GIZ Global Programme “Support to UNHCR in the implementation of the Global Compact on Refugees (GCR) in the Humanitarian, Development and Peace (HDP) Nexus” (GP SUN) is implemented in selected refugee contexts and sectors. The Programme will have advisors based in several countries (Ethiopia, Mauretania, Mexico, Somalia, Sudan, Uganda and Rwanda) to assist the partner country governments along the principles of the GCR and contribute to the partner country’s implementation linked to establishing services for refugees, Internally Displaced People (IDP) and host communities.

Your tasks

  • Support the government in advancing the inclusion of refugees into national systems and supporting comprehensive refugee responses across the HDP nexus
  • Ensure sustained involvement of the government at all levels in inclusion of water, sanitation, and hygiene (WASH) related objectives in national policy, strategy, and regulatory frameworks
  • Liaise between government and all actors involved in the Regional (R)-WASH project from refugee, IDPs, host community leaders and water user groups to contractors, UN agencies, Non-Governmental-Organizations, and technical working groups etc.
  • Organize regular meetings with programme stakeholders and coordinate these stakeholders, as well as facilitate and provide technical support and liaison oversight for feasibility assessments
  • Support the relevant and responsible government units in monitoring and utilizing digital tools
  • Contribute to the reporting processes established in the GIZ Initiative Scaling Up Nutrition Global Programme including participation in regular monitoring calls; contribute to the lessons learnt and other activities related to the exchange and cooperation between GCR Advisors Support the Programme Implementation Unit (PIU) of UNICEF and United Nations High Commissioner for Refugees to advise government where requested related to R-WASH project rollout; support monitoring and regular reporting of the R-WASH activities in-country

Your profile

  • Advanced university degree, Master’s or equivalent, in political science, economics, social sciences or humanitarian aid, water and sanitation or similar
  • Several years of relevant professional experience, preferably gained abroad, in urban/small town water engineering, including low-income communities
  • Experience in advising government ministries, preferably in East Africa
  • Experience in working in a refugee and host communities’ context
  • Demonstrated experience in operationalizing the HDP-Nexus from the perspective of governments, international operating agencies, donors and multilaterals are of advantage
  • Experience in supporting water and/or sanitation service in East Africa
  • Cultural and political sensitivity and ability to communicate clearly to all audiences
  • Business fluent in English, German language skills are an advantage
