Main responsibilities of the job:

As Head of Division, you will be:

  • providing leadership and operational management for the communications and stakeholder engagement activities and playing an active role in the EDQM management team, including leading or contributing to strategic or cross-functional projects; fostering co-operation and effective synergies;
  • leading, motivating and co-ordinating the Division’s staff members and managing their activities and the use of other resources; setting objectives, monitoring progress and evaluating the results obtained whilst promoting efficacy, highquality outputs and a results-oriented ethic; encouraging professional development and a culture of excellence;
  • overseeing the delivery of activities in support of the current communication strategy, objectives and key messages, reviewing and developing them where necessary;
  • developing and enhancing the EDQM’s visual identity, growing and nurturing the EDQM’s audiences and relevant contacts across the specialist media landscape;
  • advising and working cross-functionally with other EDQM entities to devise and roll out communications materials, campaigns and projects in order to present the EDQM’s work with compelling content across multiple platforms;
  • co-ordinating the production of high quality, impactful events, conferences and training courses for stakeholders, including identifying target audiences and potential event partners; equipping staff to deliver up-to-date messages and presentations;
  • ensuring an effective risk management strategy is in place for all activities relating to communications and stakeholder relations, including developing and implementing crisis communication plans;
  • establishing and implementing EDQM document management and archives policies and procedures in relation to document management, archiving, storage, and digitisation; maintaining regular relations with other Council of Europe entities and other international organisations in order to implement relevant, common and harmonised approaches to record management, archives and documentation;
  • overseeing the EDQM scientific library ensuring a diverse and relevant range of materials is made available to users.

What we are looking for

As a minimum, you must:

  • hold a higher education degree or qualification equivalent to a master’s degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area) in media or communications;
  • have a minimum of 5 years of relevant professional experience in media or communications in a similar role, preferably obtained within a scientific, health or regulatory environment;
  • have significant relevant management experience;
  • have a very good knowledge of one of the two official languages of the Council of Europe (English) and good knowledge of the other (French);
  • be a citizen of one of the 46 member States of the Council of Europe;
  • be under 65 years of age at the closing date of this vacancy notice.
