General description

Within the Q&A sector, which is part of the Chief of Staff Office in the Directorate General, this role is central to defining and leading key institutional processes and to supporting others in order to improve both organization performance and agility. Acting as an advisor and a reference person (technical lead), this role supports the organization in reinforcing its core processes by providing methods, standards and technical support to departments. You make recommendations for process design, review or modification in particular simplifying and optimizing processes, as well as a plan for change management supporting organizational development, and supports their implementation. The Directors committee (CODIR) remains in charge of defining needs and priorities and ensuring that adequate resources are allocated to these processes. The title of this position might slightly change and be adjusted.

Specifications

Establish key dates for all staff covering the following institutional processes:

  • Plan of Action / Planning of activities
  • Monitoring (incl. The 6 Institutional indicators and indicators for steering the strategy 21-24)
    Annual Report dates
  • Coordinate dates setting across the organization, allowing for feasibility of processes and smooth coordination between them.
  • Monitor and flag upcoming deadlines and crucial moments for decision- making (CODIR and Council).

Establish the plans of actions in line with the budget:

  • As a process lead, manages for annual Plan of Action process across the organization.
  • Facilitate, give guidance (standard formats, etc.) to all staff and CODIR on the way the process unfolds
  • Overview of deadlines and follow up, collection of deliverables

Institutional Monitoring Process :

  • As a process lead, defines the system of Institutional Indicators for the monitoring of the organisation; support the Director General and CODIR to ensure the right content and scope.
  • Reviews the “Planning and reporting framework” which now includes the monitoring as a central process
  • Develops the process to inform the selection and design of indicators working with the departments/sectors.
  • Supports the regular use of the process to inform the steering by CODIR and Council

Support to Process optimization, Process mapping and continuous process improvement:

  • Macro processes mapping, based on which priorities of development and improvement are identified by CODIR
  • Planning and supporting process development, revision and harmonisation with process owners (Visio)

Support to Organizational development and Change management:

In relation to implementing revised or new processes, or general changes linked to the 21-24 strategy, you provides orientation and guidance as well as support to organizational development and change management in the departments/sectors (heads of departments/sectors remain accountable).


Profile

  • Ability to establish a cooperative and collaborative environment.

  • Excellent Conceptual and strategic analysis skills.
  • Spirit and capacity for rigor and precision, transparency and honesty.
  • Training / capacity development skills
  • Excellent oral and written communication skills in English and French, German a plus
  • Flexibility, availability and adaptability.
  • Expertise in project cycle management
  • Expertise in facilitating participatory processes and in strengthening capacities through coaching/on the job support.
  • Experience in the design, planning and implementation of organizational development initiatives
  • Knowledge/Experience on data collection and analysis methods
  • Sensitivity and knowledge of ethical and cross-cutting issues related to project management, gender, equity, do-no harm.
  • Significant experience working in NGOs, desirable
  • Experience in the field of children’s rights (protection, health) in development/humanitarian context.
