We are looking to expand our EU Team in Brussels are looking for the addition of a passionate, committed, collaborative and proactive EU Policy Officer. Reporting to the Head of Public Affairs, the post-holder will work to translate CCDH’s research into meaningful political impact across the EU. The role will combine strategic public affairs engagement with coalition-building and stakeholder mobilisation, working closely with policymakers, civil society-partners, and allied organisations to advance policy solutions that address online harms.
The Center for Countering Digital Hate (CCDH) is an international, not-for-profit research and advocacy organisation that seeks to disrupt the architecture of online hate and misinformation. CCDH has been at the forefront of unmasking how online platforms and search engines drive radicalisation, online harm, and pollute the information ecosystem. We are agile, influential and have a global impact – with offices in Brussels, London and Washington D.C. and connections globally.
We work across a range of different areas, from protecting children online to countering identity-based hate and researching the harms of generative artificial intelligence. Policymakers, regulators, and elected officials are a key audience for us as we advance solutions, and in the EU, ensure regulation is enforced under the Digital Services Act. The Policy and Partnerships team is globally minded and impact-oriented, leading the charge on social media reform in the US and ensuring regulation is fit for purpose in the UK and EU. CCDH’s policy work in the EU seeks to strengthen the implementation of the Digital Services Act, secure robust protections and access to data for researchers, and build the case for reasonable safeguards for emerging technology products such generative AI.
This role will support CCDH’s engagement in Brussels and across the EU, helping to build and maintain relationships with key stakeholders in the European Commission, the European Parliament and their advisors, as well as with partners across civil society and relevant coalitions. The post-holder will contribute to raising awareness of and building support for regulatory action under the Digital Services Act, and support efforts to strengthen political momentum for further legislative measures to make online spaces safer.
The successful candidate will be comfortable working in political and policy environments and will bring experience in government, EU policy, or public affairs. They will have a good understanding of the EU regulatory landscape shaping the digital ecosystem, including, but not limited to, the Digital Services Act, and some familiarity with the EU institutions and policy processes. The post-holder will be motivated to work collaboratively with partners and colleagues to translate CCDH’s research into policy engagement and impact, and to contribute to efforts to address online harms in the EU and globally.
Support CCDH’s engagement with EU institutions, regulators, and policymakers on the implementation of the Digital Services Act and related digital policy initiatives.
Monitor and analyse developments in EU digital policy, including legislation and regulatory initiatives related to online safety, child protection, AI, and emerging digital harms, and provide regular updates to the team.
Contribute to the delivery of CCDH’s EU policy strategy by drafting policy briefings, analyses, and position papers that translate research findings into policy-relevant insights.
Support political outreach and stakeholder engagement with EU officials, civil society organisations, and other relevant partners.
Collaborate closely with CCDH’s EU Policy team and colleagues across the UK and US policy and partnerships teams to advance strategic policy initiatives.
Help build and maintain partnerships with external organisations, including supporting collaboration within civil society coalitions and networks.
Provide actionable policy intelligence to inform CCDH’s research and advocacy priorities.
Support the organisation of stakeholder events, policy roundtables, and briefings in Brussels and across Europe.
Represent CCDH at relevant meetings, events, and conferences as required.
Travel occasionally within Europe and, on occasion, to the United States.
Essential
3+ years of relevant experience working in EU politics, for example for a Member of European Parliament, in the EU institutions, Civil Society Organisation or in public affairs.
Deep knowledge EU digital policy, specifically relevant is working with the DSA and AI Act
Big picture awareness to allow for work in an international NGO working in many jurisdictions
Desirable
Fluent/native in both English and at least one other European language
Analytical skills allowing you to keep on top of EU policy updates and synthesize their relevance for CCDH.
Creativity and the ability to identify opportunities across a wide range of policy areas including digital, health, equality and more.
Good interpersonal skills and ability to communicate with a wide range of audiences.
Demonstrated experience in policy analysis, development, and strategic planning.
Engagement and/or involved in existing networks related to the current debates on social media reform, online harms, disinformation, discrimination, and online safety policies.
Demonstrated commitment to creating change and generating consensus through working with diverse audiences across policymaking, campaigning, and the public.
Experience interpreting and using data to inform communications, public affairs and/or policymaking.
Familiarity with public affairs monitoring tools and techniques.
Experience with communication tools and social media management is a plus.
Ability to work with diverse audiences and teams with a positive and constructive attitude.
